Because of the many variables that influence crime in a particular town, city, county, state, or region, the UCR Program does not encourage comparisons of this nature. Some of those variables include, but are not limited to: population density and the degree of urbanization, modes of transportation of highway system, economic conditions, and citizens' attitudes toward crime.
